OSCE Abolishes the OSCE Minsk Group and Related Structures

On September 1, the OSCE Ministerial Council decided to close the OSCE Minsk Process and its related structures, according to a statement from the Ministry of Foreign Affairs of Azerbaijan.


This decision was made based on a joint letter-appeal from the Foreign Ministers of Azerbaijan and Armenia, addressed to the OSCE Chairman-in-Office during a meeting between the President of the Republic of Azerbaijan and the Prime Minister of the Republic of Armenia, held on August 8, 2025, in Washington.


Thus, the activities of the OSCE Minsk Process, the Personal Representative of the OSCE Chairman-in-Office on the conflict, and the High-Level Planning Group ceased as of September 1, the statement from the Azerbaijani Foreign Ministry further notes.


The OSCE Secretariat has been tasked with completing the resolution of administrative and technical issues arising from the closure of the aforementioned structures no later than December 1, 2025.


Furthermore, it was announced that "all previously adopted decisions within the OSCE regarding the former Armenian-Azerbaijani conflict are null and void and are not subject to application," the Azerbaijani Foreign Ministry emphasizes.


The ministry stated that Azerbaijan "will continue to adhere to its principled and consistent position, based on the norms of international law, in strengthening peace and stability in the region."
