Citizen of Azerbaijan arrested in the Russian Federation on charges of planning terrorist attacks

A citizen of Azerbaijan was detained in Stavropol. He was planning terrorist attacks on the territory of Russia on the instructions of Ukrainian intelligence services, RBC reports, citing the Public Relations Center of the Russian FSB. He was preparing terrorist attacks in Yessentuki and Stavropol itself.

He arrived in Stavropol for work in 2025. The man previously served in the special forces of the Azerbaijani armed forces, according to the report.

Since the end of June, arrests of Azerbaijani citizens or Russians of Azerbaijani origin on various charges have been occurring almost daily in the Russian Federation.

This is happening against the backdrop of deteriorating bilateral relations, following the catastrophe of an Azerbaijan Airlines aircraft, which was shot down in December 2024 over Grozny.

Moscow is ignoring Baku's demands to acknowledge responsibility for the downed aircraft, apologize, punish those responsible, and pay compensation to the airline, the injured, and the victims' relatives.
