Joint Declaration of the Leaders of Azerbaijan, Armenia, and the United States

The text of the joint declaration, signed on August 8 in Washington by the Presidents of Azerbaijan and the United States and the Prime Minister of Armenia, has been published.


The text of the document is as follows:


A joint declaration by the President of the Republic of Azerbaijan and the Prime Minister of the Republic of Armenia following their meeting in Washington, D.C., United States of America.


  1. We and the President of the United States of America, Donald J. Trump, have witnessed the initialing of the agreed-upon text of the Agreement on the Establishment of Peace and Interstate Relations between the Republic of Azerbaijan and the Republic of Armenia by the foreign ministers of the parties. In this regard, we noted the need for continued action to achieve the signing and final ratification of the Agreement and emphasized the importance of maintaining and strengthening peace between our countries.

  2. We have also witnessed the signing of a joint appeal to the Organization for Security and Co-operation in Europe (OSCE) to close the OSCE Minsk process and its related structures by the foreign ministers of the Republic of Azerbaijan and the Republic of Armenia. We call on all OSCE participating states to accept this decision.

  3. We reaffirmed the importance of opening communications between the two countries for domestic, bilateral, and international transport to promote peace, stability, and prosperity in the region and its neighbors, based on respect for the sovereignty, territorial integrity, and jurisdiction of states. These efforts include unimpeded communication between the mainland of the Republic of Azerbaijan and the Nakhchivan Autonomous Republic through the territory of the Republic of Armenia, with mutual benefits for international and domestic communication for the Republic of Armenia.

  4. The Republic of Armenia will cooperate with the United States of America and mutually agreed-upon third parties to develop a framework for the "Trump's International Route for Peace and Prosperity" (TRIPP) project connection on the territory of the Republic of Armenia. We reaffirm our commitment to continue our efforts in good faith to achieve this goal as soon as possible.

  5. We recognize the need to chart a course toward a bright future not tied to the conflicts of the past, in accordance with the Charter of the United Nations and the Alma-Ata Declaration of 1991. The conditions have been created for our peoples to finally begin building good-neighborly relations based on the inviolability of international borders and the inadmissibility of using force to seize territories after a conflict that brought immense human suffering. This reality, which is not and never should be subject to revision, paves the way for closing the chapter of animosity between our peoples. We strongly reject and rule out any attempts at revenge now and in the future.

  6. We express our confidence that this summit is a strong foundation for mutual respect and the promotion of peace in the region.

  7. We express our deep gratitude to the President of the United States of America, Donald J. Trump, for his warm hospitality in hosting this important summit and for his significant contribution to the advancement of the normalization of bilateral relations between the Republic of Azerbaijan and the Republic of Armenia.
