8 Mobilization Service officials arrested

Eight people who work for the State Mobilization and Conscription Service have been arrested for taking bribes.
This news was announced by the Prosecutor Generals Office and the State Mobilization and Conscription Service on April 24.
The people who were arrested work in offices of the Mobilization Service, including the Garadagh district department, the Saatly district department, the Jabrayil district department and the Agdash district department.
According to the officials these people took bribes in exchange for helping people avoid training or get out of serving in the military. They also helped people leave the country when they were not supposed to.
The officials who were arrested include the head of the Agdash district department, Nurlan Abbasov, the head of the Saatly district department, Murad Ahmadov and the deputy head of the Jabrayil district department, Niyam Madatsoylu. Five other people who work for the Mobilization Service were also arrested. They have been charged with bribery. Could go to prison for 8 to 12 years.
The Baku Military Court decided to arrest these people and fire them from their jobs.
We tried to talk to the people who were arrested and their lawyers. We could not get a response from them.
On April 23 there was some news about operations that were done in offices.
On April 21 the Main Department for Combating Corruption did some operations in some offices of the State Service for Mobilization and Conscription.
The Prosecutor Generals Office said that this was true.
The operations were done in the Aghdash, Jabrayil, Saatli and Garadagh district offices of the Mobilization Service. Some people were arrested during these operations.
We tried to get information from the State Service for Mobilization and Conscription but they did not respond.
The State Service for Mobilization and Conscription said this year that they had taken action against 172 of their employees in 2025. 65 Of these employees were managers. They also sent some cases to the Prosecutor Generals Office.
There have been some changes to the laws about service.
At the end of 2023 the rules for deciding who is fit for service changed. The Law "On Military Duty and Military Service" was updated.
Three years ago the President signed a decree about certification for people who are called up for military service. The laws were updated to match this decree. Now the Ministry of Labor and Social Protection of the Population does the medical check for people who are called up for military service.

Some people are still complaining about the way the military service works. They say that people who are not fit, for service are being forced to serve and that sometimes money plays a role in deciding where people serve. The Ministry of Labor and Social Protection of the Population has not responded to these complaints yet.
