The UN issued a grave warning on Friday regarding the “mounting risks to regional peace” in the Caribbean following a series of US military strikes against vessels accused of drug trafficking. The operations, conducted between 2 September and 3 October, reportedly resulted in at least 21 fatalities.

UN Assistant Secretary-General Miroslav Jenča briefed ambassadors in the Security Council, stating that the US operations have heightened tensions and drawn sharp criticism from Caracas. Venezuela reacted by declaring a state of emergency and denouncing the attacks as a breach of international law.

Venezuelan authorities remain on high alert following the US military deployments first reported in August, according to Mr. Jenča. The Permanent Representative of Venezuela formally wrote to the Security Council on 9 October, asserting that the US actions’ “ulterior purpose” is to “advance its policies of regime change”.

Meanwhile, Washington has defended its actions as consistent with the laws governing armed conflict and necessary to protect American citizens from the flow of illicit drugs.

The United Nations has repeatedly called on both parties to exercise restraint and resolve their differences through peaceful means. Mr. Jenča stressed that efforts to counter drug trafficking must be conducted “in accordance with international law, including the UN Charter,” and must respect human rights standards.

While acknowledging the devastating impact of transnational organised crime, the UN noted it is not able to independently verify the reports or the exact locations of the incidents.

The UN stated it will continue to support diplomatic dialogue and measures to prevent further escalation, urging both Washington and Caracas to prioritise de-escalation and constructive engagement.
