After a Russian missile and drone attack badly hurt the Embassy of Azerbaijan in Kyiv on November 14, Baku made a strong protest to Moscow.

The attack, which involved an Iskander-type missile, happened around 1:00 AM. Word is it landed on the embassy property. The explosion caused a lot of damage, the perimeter fence fell apart, the administrative building and consular section were badly damaged, and diplomatic service vehicles became unusable. Luckily, no embassy workers were hurt.

On November 14, the Russian Ambassador to Azerbaijan, Mikhail Yevdokimov, was called to the Azerbaijani Ministry of Foreign Affairs (MFA) to receive a protest note.

The MFA said that this wasn't the first time this has happened. They brought up past attacks against Azerbaijan, such as:

  • An air strike destroyed Azerbaijan’s Honorary Consulate in Kharkiv in March 2022.

  • A Kinzhal missile strike near the embassy on January 2, 2024, which made a big hole and exposed bombs.

  • An air strike on August 28, 2025 (as stated in the note), which damaged the embassy building and the ambassador's home.

  • Drone attacks against a SOCAR oil base in the Odesa area on August 8 and 18, 2025 (as stated in the note), which hurt staff and damaged things.

Azerbaijan said that these repeated attacks raise questions about whether they are accidents. Baku told Moscow that it gave the exact location of its embassies in Ukraine to Russia in April 2022. The Russian Ministry of Defense said they got them and would remember them. Azerbaijan wants a full investigation and explanation for the repeated attacks.

Ukrainian President Volodymyr Zelenskyy and Azerbaijani President Ilham Aliyev spoke on November 14. Both leaders spoke out against the missile attack on the embassy. President Aliyev said that these attacks against embassies break international law and are not okay. President Zelenskyy thanked Azerbaijan for its continued help to Ukraine.

The embassy strike was part of a large Russian air attack on Kyiv that used many drones and missiles. The Kyiv City Military Administration said that the attack killed at least four civilians and hurt about 30, including children.
